Freedom Fighter Honoriam

Freedom Fighters Program

The government decided to give lifetime freedom allowance to the socio-economic development of the helpless freedom fighters under the upazilas, municipalities and city corporations from 1st July, 2000 onwards. At the beginning, the amount of this allowance was 300 hundred rupees. Later, the amount of this allowance has increased to 750 rupees now. Currently, 73 freedom fighters get allowance in Fakirhat upazila.
 
Implementation Authority:
• Ministry of Freedom Fighters will implement the allowance program among the helpless freedom fighters. Because there is no organization or manpower at the field level of the Ministry of Freedom, this implementation will be done through social welfare ministry under Social Welfare Ministry.
• A cabinet committee is headed by the Minister of Honorable Finance on the issue of grant of allowances for the allowances of the elderly and the widow and husband abandoned poor women. This committee will be responsible for overall supervision, evaluation and budget determination of allowances distributed among helpless freedom fighters.
• Officers and employees of the Department of Social Services, appointed at the field level, will implement the allowance program among the helpless freedom fighters in consultation with the Committee on distribution of allowances at the upazila level committee for distribution of the distribution allowance and the locality of the City Corporation.

Implementation strategy:
• Collection of information about the freedom fighters in the relevant area and the actual number of them through.
• Preparation of priority list of the helpless, helpless and weaker sections among the freedom fighters.

The criteria for identifying freedom fighters / helpless freedom fighters:
Freedom fighter:
• The Secretary of the Ministry of the Muktijoddha affairs and the Directorate of the War of Liberation Affairs, signed the certificate signed by the Honorable State Minister. Or
• Among the four nationally prepared four lists, whose names are included in at least two lists; Or
• The names of the freedom fighters from the Armed Forces Division and Bangladesh Rifles; Or
• With the next verification, whose names will be published finally through gazette notification.

Helpless freedom fighter:
• The helpless freedom fighter whose annual income is not more than Rs. 12,000 / -.
• Not working or partially operational / landless / unemployed / helpless freedom fighters.

Those who will get priority in getting allowance among helpless freedom fighters:
• Maximum age.
• If he is an elderly allowance / widow and an abandoned female beneficiary, he will not get old allowance or widow and husband displaced female allowance from the month of getting the allowance, if he gets helpless freedom fighter allowance.
• Who is landless, land and unemployed.
• There are homesteads but there is no cultivable land.
• The family whose income is not able to earn.

Candidate Sorting Method:
Qualification:
• The present list of the recipients of the honorarium allowance recipients will be excluded from the list of those who are happy or immune people who are reviewed by the Committee (in which case district committee) applicable.
• In the case of nomination of eligible candidates, it will be included in the Upazila committee in the final approval of the district committee.
• In order to distribute the wages of the locality of the district, upazila, municipality and city corporation, the committee will call the petition through wide publicity to provide helpless freedom fighter allowances. In this regard, members of the current freedom fighters council council / councilor / member and head of local schools / madrashas and other significant persons will be notified in the circular form.
• Candidates interested in taking helpless freedom fighter allowances will submit the application form to the concerned Social Service Officer and upazila committee member-secretary. (Form-1)
• There will be a committee at one and district level at the upazila level to sort out candidates for providing helpless freedom fighter allowances.

Ineligibility for receiving the allowance:
• who are working in government or non-profit organizations
• With gratuity or pension, whose annual income is more than Rs. 12,000 / -
• Receiving regular financial donations from the freedom fighter welfare trust / non-governmental organization.
